Missing uptake of Seeds Dialog for Partner user confirmation #4203

In working on downstream uptake PRs, there was a discovery of a remaining UIC Modal usage in the Partners app related to resending a user confirmation token in Partners. We should swap this out for a Seeds Dialog.
