AC: Change App Start Page to Language Names #4257

We have received a content change request from AC for the application start page. Right now, all of the language options say "Begin" in the available languages, but applicants are consistently reporting that they can't find where to choose English. The county would like to swap the word "Begin" for the language. This is a low priority request.

Each square should say: English Español 中文 Tiếng Việt Filipino

Are we just doing this in AC? It's a little more complicated to do in AC, but not as complicated as the partners toggle

Research to test out some alternate paths, but good to go with this for now
