AC: add live in aid #4266

Alameda has requested that we add a new option to the drop down for household member relationship on the common app - "Live in Aid". This is a low priority request.

Only needs to show for Alameda, which could be challenging Can it show for all of HBA? That will make this much easier Is that listing info already fetched as part of an application? like when they pick choose language? Why can't we just check the jurisdiction? More concerned about partners If only AC wants this, and SJ doesn't want it, we would need to add an option if we're rendering household members

We can roll this out to all jurisdictions in HBA

@jaredcwhite looks like we're missing the filipino translation here! The string should be "nakatira sa katulong"
