test: lottery cypress test

Description

Adds a Cypress test for the partners lottery flow happy path (flow described in ticket). It is a longer test (took 54 seconds), and the partners Cypress suite is our longest suite, so this would increase time-to-green by one minute. I think we have space to reduce our other partners Cypress tests that are less effective or should be unit tests (added this to the workshop agenda).

How Can This Be Tested/Reviewed?
