Description

In order to support the Doorway homepage updates, I had to rewrite the footer, and did so using Seeds. This is the generic core implementation of the same footer. You can see the Doorway-ified version in the PR over there: https://github.com/metrotranscom/doorway/pull/916

How Can This Be Tested/Reviewed?

This PR implements the new pattern for the generic homepage footer using generic Bloomington language : https://www.figma.com/design/xqyamlgdsASkLTYlcifBwq/core-patterns?node-id=731-7430&node-type=instance&t=pBVCfJ5CdT1qTxcW-0

When we pull this over to HBA, we will need to add the HBA content.
