fix: add circle ci config and release script #2

This PR does two things:

  1. Add the circleCi config file that is required to get Circle CI setup for this repo. Once this is merged, I can do the last step to get it setup on the circle CI side.
  2. Add the semantic-release package to setup auto publishing to npm.
