docs: add license and readme

Issue Overview

This PR addresses #40

Description

An Apache license is now included just like in other Bloom repos, and a Readme now features preliminary documentation around how the styles and React components should be set up along with info on Storybook and zeroheight.

Feedback and more ideas of what to include most welcome!

(Also I found a couple of design tokens for Card I could replace with semantic equivalents...visual appearance should be identical.)
