Button Uptake Follow Ups #72

Address the following updates on the button component from Jesse:

Shift to full width buttons on mobile here:

Can all of these buttons "inside" the listing form be small buttons? It seems some are small and some are medium

Buttons above all tables should be small. Looks like listings button are small but others are medium

Can this button on Pref drawer be outlined?

Besides #4118, some of the fixes were addressed in the merge of #4084.
