fix: temp vertical tabs

Issue Overview

This PR partially addresses #73

Description

This PR allows for the tab orientation breakpoint to be overridden by a consumer. It is a temporary fix to allow for the tab component to be displayed vertically on all screen sizes.

How Can This Be Tested/Reviewed?

This can be tested by adding "@custom-media --tab-collapse-breakpoint (max-width: 10000px);" to the tabs-tablist class to show it can be overriden.
