Ask Bloomers to join and learn Github for contributions

As a handbook core team member, I need to invite all Bloomers to join and learn github so that I can intake contributions and manage discussions openly and in one place (i.e., github).

As a Bloom employee, I need to join the bloomworks github org and learn how to submit issues so that I can contribute to the handbook and follow discussions on updates.

Notes

Public comment period #83 will be in google docs, so we don't need them to join github for that period. But it's a good opportunity to ask them to go ahead and sign up/join the org.

• [ ] we have shared content with all Bloomers about joining and learning github and how we'll use it
• [ ] xx% of Bloomers have joined this org
