docs: fix broken links in CONTRIBUTING.md #12

I assumed this file was originally copied from https://github.com/bloomberg/.github

The LICENSE file was moved to the outer folder in this project, so I fixed the link accordingly. I have also updated the DCO.md and CODE_OF_CONDUCT.md links to reference the organization-wide documents (they were not present in this repository). This ensures a single source of truth and helps avoid potential discrepancies.
