Create `master-4.10` branch #4

Create a maintenance branch named master-4.10 based of https://github.com/blowekamp/Slicer-IASEM/commit/5696e8259d80a85ef823439dbefde33bdcf17298

It will allow to keep the code base simpler and remove the need to support compilation and use against both python3 & itk5 and python2.7 & itk 4.13.

master branch will be updated to support python3 & itk5
