Support query azure IP range and can verify if a given IP belongs to azure. #154

Parse IP list from https://www.microsoft.com/en-us/download/details.aspx?id=56519

And can support query if an IP belongs to Azure. Support masked ip. For example:

192.168.1.1 192.168.10.x : x means any number beween 0-255
