graph-tool

While powerful and well-maintained, it might be overkill for this project. NetworkX might be more suitable.

pdf-extract

While very capable, it seems to be no longer maintained. Also, it needs to be called via subprocess -- a native python application would be desirable for this task

Only maintained python project seems to by PyPDF2 ...
