[maintenance] Backgrounds RPM on COPR #26

That's quite important since there is a project currently being built inside bling, and exporting those as artifacts may make referencing them a lot easier

I say we go all in and use COPR repos instead, would be a bit more setup, but once akdev's COPR action works we should be able to use that

Yup! that makes a bunch of sense and is most likely be the best path to follow!
