feat: copr build for ublue-os-wallpapers #66

By building and distributing the Ublue-Wallpapers package through COPR we make sure people have a stable and reliable way to get the RPMs for it. Maybe replacing the previous /rpm copying thing with this could be the best course of action.

The PR is mostly done, I just don't know how to integrate it with Github Actions in order to publish it to ublue-os/bling

I wonder if this should be a separate repo (either in the ublue organization or a personal profile) or be included straight into bling...? cc @xynydev

Why not include straight into bling? I mean, bling is what bling's for, and wallpapers are bling. I don't really know how RPM packaging works, but feel free to create separate workflows for COPR publishing if that's necessary.

Yup! It makes sense! Its just that I don't know exactly how to make these copr builds happen automatically after a wallpaper release! - Maybe it should just be manual, though? I made a testing repo for this and it ended up working out! repo copr
