servers can choose incompatible map+mode combinations #256

Servers should not be able to let a ctf game run on a map without flag points, races on maps without goals, etc.

Bug seen on a deadbeef server. I also remember this happening from time to time on other servers. Deadbeef runs red-eclipse 1.6 from debian's repo, but I doubt blue-nebula fixed that.
