Overhaul of inflation calculation in draft view to account for non-assigned dollars.

Bug fixes:

Refresh all pitcher tables in draft to handle that tables are not populated only by position eligibility
Progress bars no longer appear off-screen because of bad parents
Handle minor league player population from Ottoneu player pages correctly
Fix issue loading saved values in ValueCalculation window
Gracefully handle no internet connection at app startup
Fix issue creating two-way player from new projection
