Delay CUPS start #70

We're starting CUPS server by default, since printing is less and less common, this could easily be delayed until after we brought up the shell.

I looked into this, seems that cups will only be started when there's a printer.target. Which according to https://www.freedesktop.org/software/systemd/man/systemd.special.html is only triggered when a printer is plugged in.
