Under Netrunner Rolling, the /plasma/shell deviation used for this has quit working properly and defaults back to folder view again since Plasma 5.2. I'm not sure what caused this to stop working.
I made a hack to get Netrunner Desktop back in the drop down list, but it is not optimal as now both folder view and netrunner desktop appear in the drop down, even though they are both the same exact thing.
