to my knowledge nobody from the team is working on Oxygen. We would probably have to report this in the KDE bugtracker.

is it needing any work on the oxygen side or since oxygen4 already has the same settings merely applying the correct settings from oxygen5 to oxygen4 config file?

I don't know and don't know a quick way to check for it. My assumption is that this would get applied automatically, but that there are some changes between the version.

oxygen saves its settings in ~/.kde4 so probably the kf5 version should copy over the settings as well. for breeze since is still being updated, it should be made save settings in ~/.config in the kde4 version as well

Done. (not /everything/ seems to update straight away, but it seems some of that was happening with KDE4 stuff too)

seems fixed in kci20150116
