SpecName::Unknown previously only covered Paris, which should be mapped to SpecId::MERGE instead of Merge (not used in GeneralStateTests).
Removed the skip on SpecName::ByzantiumToConstantinopleAt5 as its tests are passing.
Left a comment on why we skip Constantinople.
