Add Loki packages #23

Added spec files and build script to create Loki and Promtail RPMs in support of potential community roles.

Note: due to my other PR which I should have really done from a separate branch, I've cleared out the changes in this branch. So the commits are a bit messy - might be easier just to grab the new directory and add to the master branch.
