Fix setup on Windows #9

We currently

Don't have developer setup instructions written for Windows
Haven't tested the developer setup on Windows
Don't have CI that checks this

It would be nice to fix these things, so that people on Windows can easily contribute (and CI checks that people on other OSes don't do something OS specific that breaks Windows support).
