Add the start sound/login sound of windows 11 #886

Without the start sound it feels a bit plain so the start sound would spice it up.

Could the start sound be played after the login screen and the desktop is shown?

I have the windows 11 start sound attached to save some effort for looking for one. startup_win11_sound.zip
