RFC: Refactor to use silverstripe-tagmanager

The idea of https://github.com/sminnee/silverstripe-tagmanager was that it acts as a common base for allowing the inclusion of "snippets" such as Intercom and Pardot.

The specific benefits that refactoring to use tag manager would provide:

Tag Manager could provide a UI for providing integration config, rather than putting this in env vars
CMS admin could decide whether this integration was enabled or not
As more site add-ons come and go, a CMS team can be in control of which ones are active/disabled over time, making it easier to disable ones that aren't being used.
Future tag manager features could allow for the integration to be applied to selected pages / sections / page types without requiring custom dev changes

Keen to get @robbieaverill @emteknetnz @andrewvt and others' feedback on this.

I generally think that consolidating JS snippets into a tag manager is a good idea!
