Update Dockerfile #17

Bump up Alpine's version to the latest stable one.
Drop boot2docker partial comment since it's in maintenance mode and Docker for Mac is currently the favored solution.

Unfortunately, it seems although Alpine 3.9 has been released, it's not yet available on Docker hub, so I had to revert the changes due to failing builds, sorry. 😞
