Prevent new sign up #37

RIght now if I host a server anyone can sign up and use my resources. As a server administrator I would like to be able to prevent new people from using this service.

Would ya you want to stop it entirely, set upper limits in case of an unexpected surge in traffic, or set up some kind of authorization scheme?

I think for now a simple "stop" switch would suffice. Should I open issues for other control mechanisms?
