License change and publication #230

We have gathered all of the past authors' approval required for making BlueM.Opt public open source. Before we do this though, as discussed for BlueM.Wave, we want to change the license from the current BSD license to a GPL or LGPL license.

Since BlueM.Opt cannot be used as a library, there is no point in choosing the LGPL, so I suggest we use GPL3v3.
