Document "action" better #3347

This is a bug in the documentation. The documentation says:

Available actions are: publish, read, playback, api, metrics, pprof.

The meaning of the permissions is not self explanatory. The documentation should explain it in more detail.

@aler9 I feel this is a valid issue but it got closed by the bot. I'm not following the issue template because the issue template doesn't make sense for a bug with the documentation.
