Replace the individual acmeair-*service charts with a unified one based on the official ibm-websphere-liberty chart version 1.5

It is slightly modified due to a service naming limitation design that I've brought up to address

Update artifacts so they are compatible for Microclimate project import Provide scripts and instructions to deploy using the chart or via Microclimate
