Add mod upload page #59

Though some thought will have to go into how we want to do this.

Each mod will probably require multiple files (at least the mod itself and a manifest of some kind), so uploading as a zip or uploading multiple individual files would be nice. Git integration would be even slicker, but much trickier to implement.

It would also be cool if we auto-minified files on upload, since that would take some hassle off of the developer and speed up our transfer times.

Thoughts?

Moving to CG since it's not something I feel we need to focus on yet. While it is a necessary step for developers, focusing on end-users is probably the way to go for now. (Besides, I don't think anyone else is using this yet, let alone developing for it.)
