Update Honk-RPC protoocl to use encoded semantic-version #113

Updates to protocol spec include an enforced semantic-version for Honk-RPC. We need to update the message handling code to check and verify the semantic version rather than the existing integer comparison. For now Honk-RPC's protocol version should be 0.1.0.
