Sometimes we need to make builds which aren't going to be releases, with valid version numbers, updated changelogs, etc. Add support to the build system to do so. Would like to have:

Once https://github.com/blueprint-freespeech/ricochet-refresh/issues/87 is fixed, nightly should feed 0.0.0 as version (or some other magic invalid version number), and devbuild/nightly/etc should be the TEGO_NAME
Output binaries should be labeled as dev builds rather than release builds

we now have a testbuild target!
