update to tego.h to expose file transfer functionality to the UI

I'm probably misunderstanding something here, but all these functions declarations are missing definitions?

Yeah just a proposed API I'm currently wiring through (ie i'm building out the implementation now)

EDIT: ah yeah, that should have read 'added declarations...'
