Extensions are failing to start in beta.5 with no internet #2727

This is causing issues on remote deployments with no internet. we got two complaints over the weekend

I now suspect the issue is we are loading an older settings file that tries to load extensions we no longer have in our system: image

update: the images seem to still be there, generally, but they are failing to be started as we are trying to check the manifest before starting them
