A change on project's name to keep BlueRobotics's standards.

Pypi BlueRobotics-navigator package!

@patrickelectric @joaoantoniocardoso We are getting closer, with this PR it will upload to pypi when we do next release tag.

Now i'm setting up our software account and official repo link as well.

We just need to confirm the documentation PR + html deployment, then we can test a release tag 0.0.1
