Unable to enable 2FA due to 'a: confirmation token required' response from PDS

Describe the bug

Trying to enable 2FA on my account using a custom PDS fails with a strange error

To Reproduce

Steps to reproduce the behavior:

1. Log in to an account on a new PDS
2. Go to settings -> security
3. Try to enable 2-factor auth

Expected behavior

I should have an email sent to me and a prompt for a code to confirm 2FA is enabled
