For the bsky moderation team, it is important when viewing a profile to know if the account is not "local". In that situation, email is not available (currently), and PDS takedown actions are not possible.
Not sure how best to achieve it, but it should be obvious when looking at a profile view page that the account is not local, even if this isn't something the moderator is looking for. AKA, it should be hard to look at the page for any reason and not realize it is a non-local account.
I don't think we need any indication in the quick action panel or in report queues, at least for now.
