Let anyone appeal labels* #124

Ive seen labels wrongly applied to a few accounts, and they have to go through the appeal process to get them removed- which can be a form of targeted harassment when it happens regularly.

Here lies the problem - it can be dehumanizing, degrading to appeal certain labels.

so Feature request would be to let other users appeal labels in behalf of users.

The strategy I've seen used in the wild, in the absence of this (specifically for miscategorised XBlock labels on screenshots) is to report the labelled post (or account) to the labeller with an "Other" report, putting what would be the appeal content in the report details textbox.

I suspect (with only anecdotes to back it up) that it's likely that an "appeal this label" workflow would primarily benefit the labellers / moderators, as it would help pre-separate "appeal reports" from "regular reports".

There is something to this, allowing others to dispute moderation decisions (like labels) on behalf of another user.

I'm not sure how moderation services can or should prioritize this kind of dispute, but that is a decision for the services themselves to decide policy on.

Technically it is possible already to re-report the content (post or account) and type an explanation in the other field. If we "supported" this it would be just some UI sugar to make it clearer to the reporting account that is what they are doing.

oh that sounds promising. UI sugar sounds like a great term lol, but just being able to add a little note/report could be beneficial,

Isn't an appeal already just a sugared report? So why not just use the same sugar, and expose it for everyone else (maybe if it's set in the label definition)?
