What kind of clarification would be useful here? I think at this point the best we can ask is, if you think this is illegal let us know and mods will check
I guess specifying a jurisdiction would go a long way. What's "illegal" varies even between states in US, and much more between different countries.
Against which set of laws does mods team measure this? The laws that apply to the reporter? Or the person being reported? Or the legal entity Bluesky PBLLC?
Circling back to my initial example, if I start reporting every instance of hammer&sickle delivered to me by firehose, how would mods handle that?
Ping
Given the uselessness of reporting overall (at least at present), arguing over wording is a moot point, feel free to close the issue.
Sorry that I'm salty, I have nothing against you, just going through another wave of frustration over the state of things where we have to constantly argue that we do have a right to live.

It currently states "Glaring violations of law or terms of service". But without specifying a jurisdiction it's unclear what does and what doesn't fall under "violations of law".
One notable example: hammer&sickle; its public display violates Ukrainian law, but is perfectly fine with US law.
