User/moderation lists are deleted if the user has their account deleted.
Clearsky needs to store a copy of everyone's data in order to know who blocks who, but from your words it seems like it's not clearing that saved copies if one deletes their account.
I'd recommend reporting it to the author, since at that point it's Clearsky's issue, not Bluesky's (the actual source of truth is already gone)
The only valid issue here is the fact that mutes/blocks are still being applied, perhaps AppView is also not removing it properly
I thought also a tool to report a list as being used for abuse/harassment/etc. But that would bring tons of interpersonal drama false-reports to try to nuke an enemy's mute list (you would have dozens of reports on Kairi's lists every day). I guess if there was a certain bar of documented harassment by list owner/followers towards users on the list?
You can actually do this already: If you tap the three dots menu on the list page, there's a Report List option, which then shows this dialog:

When lists used for harassment/abuse by problem accounts that are banned or deleted, those lists followers can still use the list and continue to harass/abuse.
I know you can't access the list to follow/unfollow once a profile is gone, but people who were following still have access and it still appears on 3rd party tools like clearsky (which a lot of users are using to "look people up" to judge their character, and being labeled a pedophile and war criminal by a banned account isn't fun).
The mean names in lists are expected on the internet, but banned accounts (especially banned for abuse!) lists still existing means those who were adjacent or part of the same abuse can and likely will continue.

I think just banned accounts is most important, especially if for bad behavior, spam bots don't make lists lol. Deleted accounts maybe.
