Allow feeds to be publicly visible to non-logged-in viewers #3370

When I try to convince people to join BlueSky, it'd be nice if I show them feeds on topics they're interested in. But the feeds aren't visible until after they've joined, which makes for a circular dependency.

Describe the solution you'd like

For feeds that aren't specific to a user, allow non-logged-in users to see them.

This was initially the plan for the public web interface, but it was shelved due to traffic concerns IIRC
