"Warn"/"Label" feature on blocklists #6518

Describe the Feature

For moderation lists, you have three options:

This is a nice compromise; I use the "warn" option so I can check that the moderation list actually does what it says.

It would be nice if blocklists had the same features. Specifically, instead of a blanket "block all", you would have the following options:

Additional Context

This is an important safety feature, since bad actors have declared an intent to use the binary nature of blocklists to harass individuals. If people had the ability to "warn" on blocklists, they would notice that the blocklist blocks people that they did not expect to be blocked.

I have an alternative idea re blocklists: if a person which a user is following is added to a blocklist the user is subscribed to then they will receive a Notification about that user, so they can check in case the blocklist has been compromised by a bad actor.

+1 on the original suggestion. i don't really trust other people to do my blocking/muting for me even if they're not an obvious bad actor, so I'd really prefer to use those lists as labelers instead just so I can get a warning about who I'm interacting with.

Another +1. Subscribing to a blocklist right now requires a very high level of trust of the maintainer, and the good ones acknowledge that they can't prevent false positives.
