Add Vietnamese Language Translation #6589

This PR introduces support for the Vietnamese language across various components in the application. It includes translations for UI messages, dialogs, modals, and notifications to enhance the user experience for Vietnamese-speaking users.

Testing:

Verified that the translations display correctly within the UI.
Ensured that fallback mechanisms work for untranslated strings.

Hey pal good work here. Seems like we have the same idea as I also opened a PR yesterday for the same thing: https://github.com/bluesky-social/social-app/pull/6564.

Hmm, this is quite unexpected. The last time I checked, there weren’t any, and now we have two simultaneously. Haha. I suppose we could close this for now and use it as a reference when necessary.
