Add XAFS; remove superseded Powder Diffraction. #113

Relative links in notebooks (which work in Binder) are not working in Jupyter Book. Example:

Warning, treated as error:
/home/runner/X-ray Absorption Fine Structure/Monochromator Optimization.ipynb:30002:'myst' reference target not found: ./plans.py

Need some thought regarding how to handle this.
