Did you install the vcredist runtime like mentioned in the Releases page?

Install both of these and try again: https://aka.ms/vs/16/release/VC_redist.x64.exe https://aka.ms/vs/16/release/VC_redist.x86.exe

Unable to install Microsoft .NET Framework Because a later version is already installed

.NET Framework? The links I sent are the C++ runtime, not .NET Framework. Are you sure you are installing the correct thing?
