Update "Next Id" comment when generating a the tag number of a field or literal #104

As a way to keep track of the next tag number in fields and literals, I've seen 
.proto files with the comment "Next Id: 5". Since we can generate the next tag 
number, it would be equally useful to update such comment if present. 
Otherwise, it could be really confusing for developers updating a .proto file 
outside Eclipse.
