utilisationType as external codelist #9

During the ÖK, Daniel Flückiger questioned the completeness and correctness of this codelist. As answer, the group decided to move the codelist to "External" so that it could be more easily modified and completed.

ToDos:

[x] Refactor the XSD and define utilisationType as external enumeratedType
[x] Adapt the word documentation

This change is needed for V1
