If the suggestion of using a modifier plus hovering isn't possible(in jessev14's issue), then maybe introducing a delay before bringing up the tooltip could be a solution? If you have a screen full of tokens (the Distillery in Kobold Kaldrun, for instance), it is a little crazy to move the mouse across the map and have tooltip after tooltip pop up. Having either to hold down a modifier plus hovering OR having the tooltip only pop up after hovering and not moving for half a second (or some adjustable amount of time), would make it less jarring to work with so many tokens on a map.
